Education today around the world has undergone changes and transformations. This does not escape the universities, which have the mission of enhancing human and vocational training processes, adapting them to this new paradigm of exigency regarding competitiveness and validity of knowledge of graduate professionals, to successfully face the challenges of the present and the dilemmas that society in the future. As a contribution in this regard, developed a general procedure for the evaluation of the teaching performance in the public angolan universities. This procedure allows obtain as a result, a system of evaluation of the teaching performance, , competency-based, allowing personnel to assess, detect their main weaknesses and enhance those job skills that enable superior performance in order to contribute to the quality of the process of teaching and learning in the Angolan universities.
