Villa Clara provinceis the oldest in the country and attention to this demographic processis declared a surgent for this territory. The present article is a partial result of the study being done in the area of Social Policy, a group of researchers at the Population Studies project, coordinated by CEDEM at the Central University "Marta Abreu" of Las Villas. The aim of the studyis to highlight, from the analysis of statistical data from Census of Population and Housing 2012 ONEI offered by the urgency of including the development strategy of the province Villa Clara the need forcare of the elderly. The sample consists of 8 municipalities of the province (Quemado de Guines, Sagua la Grande, Encrucijada, Cifuentes, Santa Clara, Placetas, Camajuaní and Remedios), which are the oldest populations, according to theONEI. As a result it is proposed that: social policy that is designed to have as a general objective of achieving an effective attention to the needs of the elderly in the province from the essential features that characterize this process in the territory, which is based on values such as solidarity, cooperation, the principles that support it are decentralization, flexibility in the design of policy, prevention, equity, always valuing the needs and the real possibilities of access to this population group.
