This work is contextualized in a project developed at the Technical University of Machala (UTMach); It responds to a descriptive investigation, with the objective of analyzing the projection of the designed work, starting from the knowledge and considerations that are handled in the specialized bibliography on the educational inclusion of people with special educational needs (NEE) permanent in Higher Education. The methodological strategy passed through the methods of historical-logical research, documentary review, hermeneutics and analytical-synthetic. Among the main findings highlight the conception of Inclusive Education as part of the social inclusion process, which gives this student the opportunity to develop intellectually and improve their learning, without establishing requirements or elements of selection or discrimination, guaranteeing access to a common culture. In Ecuador there is a favorable legal framework for its implementation of Higher Education, in this context an educational strategy with an inclusive approach is proposed to give an effective and quality response to students with NEE.
