The role of higher education institutions in the society development has been pointed out in the public agendas of some countries. For this reason, the aim of this work is to analyze the university improvements in Ecuador, and their impact on the development of scientific research as a key element to respond to the society and productive system demands. In order to evaluate the way in which universities have responded to these public policies, the evolution of the research process at the University of Guayaquil was analyzed. As a result, were identified three important reforms with emphasis on the scientific research promotion. Also, the positive impact of it was verified through the progressive scientific results obtained by the University of Guayaquil.
