The Public Policy of Service Community of Ecuador, seeks to contribute to social development; in the study, the Milagro Canton and the work carried out by the University State of Milagro (UNEMI) have been taken as a basis, the objective of the research is the analysis of this policy and its relationship with the social development of the aforementioned canton, to through the implementation of the programs and projects related to the community executed by UNEMI in the period 2015-2019. The methodology corresponds to a mixed approach, with descriptive and correlational design, using techniques such as the interview, directing the structured question guide to the Director of University Extension of UNEMI; and, the survey, applying the questionnaire to those who are part of the vulnerable communities where the higher education institution (HEI) has worked. The results show that HEI has not specifically determined vulnerable areas, which has led to migrating projects in different geographical areas or diverse institutions, generating the problem of sustainability of activities and thereby damaging the planned impact.
