Changes in the information society and knowledge influence the transformation of higher education, becoming a key element to sustain the processes of academy, research, administrative and university extension, immersed in a world in constant technological advance. Universities, being institutions destined to higher education, to be efficient, must have a document management system focused on a common goal, the improvement of their substantive processes. However, at the University of Otavalo, an archival problem is detected, since there is no document management that regulates and legalizes the processing of documents; it does not have an institutional management and filing system, in the same way with a statute, regulation or specific regulation for document management, which makes the urgent implementation of its central archive. Therefore, the objective of the work focuses on the design of a document management system and archiving as a legal support to training, research and connection with the community, to regulate the management of the documents of the organization.
