The objective of this research is to design a methodology based on procedures for the management of knowledge in cadres of the Provincial Government of Popular Power in Cienfuegos, which contributes to the improvement of the management of the academic process, training and development of managerial skills, by enabling the imbrication with the strategic direction of the province. It means a contribution to the improvement of government management and contributes to the fulfillment of the development plans of the territory. The work is an innovation of the University of Cienfuegos for the improvement of administrative management of the Ministry of Higher Education. As an essential result, the proposal of a system of harmonically structured procedures is supported as a guide for the identification of skills development needs in the cadres through the use of modern techniques that allow the interweaving with the strategic objectives of the territory. For this, theoretical and empirical methods are used. As part of the empirical studies, in addition to document analysis, a set of pedagogical and didactic techniques, tools and methods are supported that facilitate their application.
