When implementing a project, project managers face certain problems in the development of the project, due to the lack of experience in handling the information provided by the project participants, since they do not obtain an exact definition between what is desired and what is required to be done, resulting in a misinterpretation of the project requirements, causing a lack of the fundamental characteristics that make it appropriate to meet the needs of the users. In this work, a methodology for a requirements organization system based on requirements engineering techniques and project management standards is proposed, which allows to follow up and support the planning and administration of the requirements of projects participating in different academic calls for proposals issued by sponsoring organizations for academic projects. The case study selected was the PRODEP a program for the Teacher Professional Development of the (Secretaria de Educación Pública), of Mexico. This system will allow to understand and satisfy the needs of the clients, the designers, for the monitoring and control of their projects, from the beginning to the end. The methodology of a requirements organization system allows the assimilation of good teaching practices in the competencies of the areas of Requirements Engineering, Information Quality, among others.
