Abstract

The immigration phenomenon that Ecuador is experiencing is a fact that requires the establishment of public policies and education for a healthy coexistence between nationals and foreigners. A study is presented from the constitutional perspective, determining the role developed by the legislative function to protect this social group, part of the general theoretical knowledge about public policies regarding migrants in the Republic of Ecuador and recognizes migration as a holistic concept linked to government interventions, legislative production is analyzed with respect to public policies in the country from 2017 to 2022, especially those that provide fundamental guarantees and as a result the knowledge that all persons considered refugees and migrants are a group of priority attention and government decisions and programs to ensure the principles of universal citizenship, allowing migrants to achieve better living conditions in relation to human rights.
