English language teaching is a priority for educational systems and universities are planning the introduction of integrative and innovative practices, an interest to which comparative studies contribute. Therefore, the objective of the article is: to reveal the results of a comparative study on the English language teaching programs between public and private universities in Luanda, Angola, a study that contributes to the improvement of the first year basic English programs in both modalities. Qualitative and quantitative methods were used to collect and analyze the information. The results showed significant differences between the structuring of the program, planning and organization of the subjects of the discipline, methods and methodological indications. It was noted that private universities tend to offer programs more focused on professional practice, while public universities focus more on theoretical teaching, while they show greater cultural diversity in their student body. The conclusions suggest that there is no single ideal methodology for teaching English at both universities, since the differences in the programs between the two institutions are notable, and therefore, English teaching must be adapted to the specific contexts of each institution.
