Abstract

This research focused on designing a comprehensive environmental management model with a systemic approach, aimed at the mining-metallurgical industry in Santa Lucia, Minas de Matahambre municipality, Pinar del Río. Environmental impact assessment and the strategic environmental assessment were used as instruments. The cause-effect matrix allowed to identify 37 environmental impacts associated with the three most affected ecosystems in the region (mountainous, mangrove and drinking water), for which monitoring, mitigation and control measures were developed. General index of negative impacts was designed and calculated to guide decision makers in companies and new indicators were established to assess environmental management.
