Abstract

The summarized research, addresses an actual subject: environmental management with territorial approach. We intend that the prevention and solution of the environmental degradation - through the creation of a territorial strategy in order to preserve the environment - runs from the fundamental forms of socio-economic activity of the territory. The applied procedure, assumes the theoretical precepts about Balanced Scorecard defined by Norton and Kaplan, in a way combined with matrix OVAR by Fiol and Jordan. The Balanced Scorecard allows to obtain indicators of the effectiveness in the fulfilment of the objectives associated with strategic goals. With the OVAR method, it is possible to identify with greater transparency indicators of efficiency and effort from a matrix that relates to strategic goals (objectives), strategies (action variables) and responsible. This research focuses on the search for the possibility of aligning the objectives of the environmental strategy of a province, with the planning of local government authorities; to contribute to the sustainable socio-economic development, from the identification and solution of the main environmental problems of the province. So it would be possible to focus the attention at the environmental management, within the universe of problems existing in the territory, to the goals of an economic and social development are really sustainable.
