The need for a business approach (MSMEs) with consistent legislation on clean production is accepted in the business world as a vital issue for environmental protection. The aim of this paper is to propose a conceptual review of environmental law in Ecuador which allows effective control over enterprises (MSME), so that their activities identify the tools to avoid environmental contamination to the maximum. The study was observational descriptive to different types of legislation with the purpose of proposing a contextual one to MSMEs in El Oro province. Theoretical methods such as logical historical and synthetic analytical and empirical level documentary analysis were used. The results reflect the inclusion in the proposed model of elements such as sustainable development, environment, society, economy. An environmental legislation guarantees activities for clean production in MSMEs in that province.
