A regional initiative for smart specialization is investigated from a four-helix framework (industry, government, academia and citizens), based on an impact proposal by the Development Bank of Latin America, with the support of the United Nations Office. Project Services examines the interdependencies of actors, resources and activities from a micro perspective. The objective is to understand the relationships and the value created between the different actors, the impact of the results leads to the conclusion that the fourth helix must be seen as a whole, a scenario where tripartite actors in different value-added relationships assume different roles, where they create value for civil society, for example, new jobs or improved senior products. Be careful, in line with this, we affirm that the fourth helix is ​​much more complex than limiting it to simply become a fourth helix separate from users or civil society.
