Ecuador is the third largest exporter of flowers in the world, covering the demand by 9.7%. Cayambe, a region located in the northern highlands, in the Pichincha province, is a nationally prominent canton in the production and marketing of flowers. Since March 2020, this exportable sector has shown a severe contraction as a result of the Sars-CoV-2 pandemic, causing stagnation of local development and innovation (R&D). The objective of this research is to design a cluster for the floriculture sector in Cayambe, promoting the innovative capacity of the sector, its productivity and improving costs, as an alternative for the promotion of local development in times of pandemic. A qualitative methodology was used, using bibliographic references from several authors as theoretical support for the work, export data and a situational diagnosis of the study area. An interview was conducted with entrepreneurs in the flower sector in Cayambe, validated by expert criteria. The study concludes with the proposal of a cluster that considers an administrative, legal, commercial and financial framework, generating strategic alliances among the producing farms, allowing to cover the needs of training, financing, commercialization, innovation, production and expansion, thus contributing to local development in times of pandemic.
