Abstract

This research aims to implement a Railway Safety System in the sugar mill "14 de Julio". An evaluation and enumeration of the existing risks in the railway transport of the plant was carried out. The results allow to detect, according to the risks, two groups of nonconformities. According to its effects and with the regulations in force, a program of actions was elaborated to improve railway safety at the plant. The industrial establishment characterization, helped to define the basic process indicators, comparing the behavior of two years: 2015 and 2016, taking 2016 base year as the best level of efficiency in rail, environmental and safety in "14 de JulioSugar Mill", which is being provided with sugar cane trawls. The target line is to reduce by 5% the indicators of environmental safety, by 10% the indicators in relation to railway safety and reduce the damage to the sugar mill in relation to the base year. The economic valuation shows that applying the proposed procedure a considerable economic improvement is achieved. The investment amount of procedure implementation is recovered in 1,6 years and the emissions of polluting gases are reduced, in external environmental costs in $ 122 819, 14 and $83673.77 and economic effects to the UEB are reduced by value of $ 36252.00 and $30528.00, in relation to the baseline and the target line respectively.
