Abstract

The aim of this paper is to analyze the requirements of the local information system as a managing tool adapted to the Cuban economic scenario. Analysis and synthesis were the main scientific methods used. Basic elements were set up to close operational breaches in information systems. The study focused on the local approach, to encourage actors to manage social and economic development based on the characteristics, conditions, and prerogatives granted by the current legal framework and the policies enacted in Cuba. Besides, it suggests a new local conception of management that grants broad participation. In it, the coordination relations have a key role under the leadership of the government, and it identifies the purpose of local information systems to achieve that goal. The system's particulars in Cuba, under the leadership of the National Office of Statistics and Information, are explained. Finally, the informational requirements for due management are identified, along with information barriers. In accordance with it, a set of actions to eliminate those barriers, based on international studies and the Cuban scenario, is suggested.
