Objective:

To reveal the result of the diagnosis of the current state of the management of the preparation of the cadres of the Provincial Administration of Popular Power in Matanzas.

Methods and techniques:

A predominantly qualitative mixed research perspective prevailed. For the collection of information, the methods of document study, observation, individual and group interviews, questionnaire surveys, expert criteria and Saaty matrix were used. On the other hand, in the systematization of the information, the theoretical methods analysis-synthesis and induction-deduction were used.

Main results:

The study made it possible to define the variable Preparation of Cadres in the People's Power Administration, its dimensions and indicators, and the diagnosis of the current state of said process in the province of Matanzas.

Conclusions:

The preparation of State and Government cadres is a responsibility of the Provincial Administration of People's Power. There are deficiencies in the management of the preparation of State and Government cadres in Matanzas such as: difficulties in determining individual learning needs, limitations for planning, organization, execution, control and evaluation of the impact of the actions that They are designed in the frame preparation systems. The strengths and weaknesses that have been determined in the diagnosis confirm the need to offer methodological treatment to the specialists of the Provincial and Municipal Groups in the Provincial Administration of Matanzas that manage and design the cadre preparation systems.
