Abstract

TAMAYO PINEDA, Noris  and  VELAZQUEZ REYES, Marvelis. Housing Subsidy in Cuba - A Public Policy on Housing Construction, Repairs, and Maintenance. Estudios del Desarrollo Social [online]. 2018, vol.6, n.3, e06. ISSN 2308-0132.

This paper deals with, from a multidisciplinary perspective, the concept of housing subsidy as a public policy, and its evolution, taking into account laws and regulations on housing construction, repairs, and maintenance in Cuba, and judging the participation of the actors therein. It critically examines to what extent the current policy on extending a housing subsidy to individuals for them to engage in constructing, or repairing, or maintaining their own homes is effective, particularly in the province of Havana. Some suggestions for improving these laws and regulations, so this inclusive policy can be more effective, are made. It comes to the conclusion that, even though this policy can not of itself solve the housing problem in the Cuban capital, it does help low-income families in this regard.

Keywords : Housing subsidy; Public politics; Inclusion.
