There are various scenarios in which educational work is currently carried out in Cuba, sustained by high resources that are destined to achieve a more inclusive and participatory society based on a comprehensive education of citizens, despite the current economic and social difficulties, they are manifested in the school environment of Cuban communities and schools. In this context, the present work is developed in sectors of greater vulnerability with emphasis on the adolescent population. A case study aimed at this population segment is carried out in 46 Cuban communities in the 15 provinces of the country, choosing socially complex environments where they live and study, and the main trends detected are systematized. Actions of the Third Improvement of the National Education System are analyzed as a way to address detected problems, aimed at the continuous improvement of risk factors that negatively influence school development, with the view of the school as the most important cultural center of the community
