Abstract

Knowledge Management carries out a set of actions and practices that allow managing said resource, making it identifiable, and can be used and taken advantage of by everyone. This research exposes the design of a Knowledge Management system for the Observatory of the Center for Digital Government Studies in Cuba, its guidelines and principles to follow. It starts from a sketch in the definitions and key concepts: knowledge society, knowledge, knowledge management, knowledge management systems, as well as the conceptualization of digital government. The platform, its beginnings and organization are characterized. Through the methods and techniques applied, the opinions and needs of individuals are delved into, making a diagnosis of the structuring of knowledge and its management in the observatory. Finally, the elaborated Knowledge Management system is presented, its components, objectives and utilities for the improvement of processes and positioning.
