An approach to knowledge is reached as a key resource within any organizational system, and the need to study knowledge management in depth to achieve success in any of the organizational spaces is evident. After presenting the study center of the Digital Government Observatory in Cuba as an observation unit, the methodology proposed by La Fe and Castellanos (2017) is recognized as the methodological framework to follow. It comprises four stages: diagnosis, design, implementation and evaluation, of which only the first two are the task of this study. Then, the methodology proposed by Valencia and Herrera (2018) is recognized, and applied by Jiménez P. (2019) to mark the development line of both stages. The main results obtained as part of the application of the designed tools (interview, questionnaire, SWOT matrix) are shown. Finally, the knowledge management strategy of the study center of the Digital Government Observatory in Cuba is exposed, as well as its main objectives and dimensions.
