The updating of the Cuban economic and social model, aimed at achieving a socialist, prosperous and sustainable country, indicates, as an indispensable step to achieve it, the acceleration of investment levels, a critical factor in reaching a higher dynamics of the economy. Prior to 2014, the investment process presented, among its weaknesses, the fact that the main actor, the rector of the process, was relegated in qualification and conditions to perform a task of such magnitude and complexity, which required, then, a new focus on its work and attention. Faced with this need, an experience of preparation of those in charge of conducting investments began. In this sense, the research evaluates the results and the impact of its application in Villa Clara.
