A synthesis of the contribution of the financing managed with projects of international collaboration in Buey Arriba to obtain a local development in the period 2014- 2018, under advising and coordination of the Group APC of the municipality, the University Center and the representative of the Ministry of Science, Technology and Environment at this territory. Our objective is to divulge the contribution of the financing, once the local development was tried to obtain with projects of international collaboration in Buey Arriba, that are stimulated suchlike new negotiations for the local actors. The principal methods were the non structured interview, the participating observation, and the documentary revision. The investigation emerges of the need of the APC of stimulating the investigations from the base levels and the University Municipal Center of answering to Superior the requests of the local development of the Territory as part of the present-day educational objectives. It comes to an end that, the step of projects for the local development makes easy the solution of social problems, whose solution is limited for the cost-reducing present-day situation of the country for the decisors of the municipality.
