Abstract

TREFFZ, Rudolf Erich. A Housing Overview:. Arquitectura y Urbanismo [online]. 2012, vol.33, n.2, pp. 08-23. ISSN 1815-5898.

A general overview on the macroeconomic context of housing, as well as general aspects on housing policy and goals are shown in the paper together with their position in different socio-economic systems. Four different sets of variables were identified to make the Cuban housing system possible. These are: tenure, including rights and responsibilities inherent to different forms of possession and other legal aspects; land supply, an important element in housing production as a separate element; promotion, production and distribution as one group and lastly, financing, subsidies and payment. The paper also refers to the revolutionary housing policy measures taken and analyzes today’s outcomes and contradictions in housing. Some selected results of a recently carried out survey among Cuban experts on housing policy matters applied by the author are compared to the new economic order introduced by the guidelines for the 6th Party Congress. First implementations of these guidelines into laws, decrees and rules are inserted and discussed.

Keywords : housing; macro-economic context; housing policy; economic transformation.
