Abstract

The strengthening of the population's capacities in the territories and its impact on local development play a strategic role in updating the Cuban economic and social model. The present work is a comparative study of the effects that modifications introduced in the higher education admissions system in the 2016-2017 academic year had on university enrollment in both provinces and municipalities four years after their first application, namely, in the 2019-2020 academic year. To that purpose, the study examines the relationship between university enrollment and the population in the 18-24 age range at the provincial and municipal levels. While changes in the admission system caused an enrollment increase at the national level, inequalities persisted among provinces and municipalities. Moreover, when examined at the territorial level, such an increase concentrated exclusively on a reduced number of majors. These facts stand in contradiction to the imminent need to ensure the workforce required for strengthening the municipalities as a fundamental entity and thus reduce the significant imbalances among them. The study concludes with recommendations for policies in this sector.
