Higher Education Centers retain the mission of training a human capital increasingly more competent and identified with the principles of our Socialist Revolution, personnel able to assume effectively the new science challenges, technological innovation and the economic and social development at national and international level. The University of Havana is absorbed in the improvement of its institutional management and its internal control, as a response to the growing necessity of continuous improvement of university processes in favor of quality. As a research advance, this paper intends to reflect the importance of defining the functions of an organizational unit and its personnel within the effectiveness of the university processes quality.
