In recent years, the Ecuadorian population has been affected by an index of insecurity that has been increasing significantly within urban and rural areas, in addition to the rates of insecurity and crime within places of deprivation of liberty. The objective of this study is to establish the use of artificial intelligence through the implementation of the Information Security Management System (ISMS) according to ISO 27001, towards electronic mechanisms, electronic shackles, and magnetic fence to georeferenced the behaviors and behaviors of people with substitute measures in urban spaces and people in centers of deprivation of liberty (CPL). The people monitoring system is based on tracking the location of people, with a court order of house arrest, for this GPS and GPRS technology will be used, as well as persons deprived of liberty (PPL) who are in the CPL. The application of the Information Security Management System (ISMS) according to ISO 27001, It will allow us to establish a diagnosis, risk management, applicability mechanisms and monitoring of the devices. The results have allowed to establish that the use of electronic devices, artificial intelligence for the monitoring of PPL and monitoring of interactions, allows to build preventive and prospective scenarios for decision-making in public policy in the field of security and as a mechanism to improve the management of public administration.
