Introduction:

Given the inclusion of technological evaluation in the Offices of Regulation and Environmental Safety (ORSA) of the country, a proposal for a tool for the evaluation of non-construction and assembly investment with an environmental impact approach is required.

Objective:

To establish a procedure for the evaluation process and response to non-construction and assembly investment queries in the investment process.

Materials and Methods:

The study was developed in the ORSA of Villa Clara between November 2019 and August 2022, constituting an analysis of the current environmental legislation regarding the subject. Subsequently, a document was prepared to regulate the steps for the evaluation, which was submitted for consultation with the national body for its implementation in the province.

Results and Discussion:

A comprehensive evaluation tool was obtained, characterized by a checklist for non-construction and assembly investment. For its validation, a case study was submitted for the proposal to import a mercerized line from the Textile Factory “Desembarco del Granma” in Santa Clara. A procedure of five sections was obtained, referring to required documentation and responsibilities of the actors, modeling.

Conclusions:

A procedure was obtained for the evaluation of non-construction and assembly investment with an environmental impact approach based on Resolution 224, (2015). The procedure obtained constitutes a tool for the evaluation of technological components of investment processes.
