Since the approval of the Cuban Standard of the Integrated Management System of the Human Capital, there exists the need of identifying and designing the work competencies that guarantee their implementation in the national health care system in order to raise the quality of services rendered to the population. The identification of competencies is the method or the process that is followed to set, according to the work activity, the competencies to satisfactorily perform such activity in different work settings. The national groups of medical specialties, prioritized by the Ministry of Health leadership, are in charge of this work. This identifying process will be carried out through the functional analysis and some of the techniques of the occupational analysis. Therefore, a general functional map for the medical specialties was submitted. Each competency was broken down in a set of elements of competency and it was recommended how to design them. It was deemed necessary to establish each of the functions set for the respective medical specialty as "area of competence". The competencies were classified into generic and specific. A model intended to record each competency and its elements was set up. Additionally, an example of how the set of competencies and its elements in a medical specialty could be structured into the national health care system was provided.
