Abstract

The absence and / or failure of adequate public policies for the protection and preservation of the environment in Mexico allows the existence of a high rate of infrastructure and equipment which is important for the country’s development and are located in areas of natural hazard. This descriptive and explanatory case study combines documentary and empirical research to analyze the recent construction of the Bicentennial nursery in city of Teziutlán, Sierra Norte, Puebla State. This is an area that it is not adequate for the construction of urban equipment and is characterized by its landslides scenario, showing the lack of public policy to integrate the existing regulations in the investment project. The knowledge about these risk scenarios, through research, criticism and the reporting of incorrect decision-makings in the development programs will provide viable alternatives, in order to mitigate the risk, prioritizing sustainability planning.
