Insecurity in the Babahoyo canton is a highly relevant issue, due to the events that have occurred in recent times in this canton, so this research seeks to analyze the ineffectiveness of public security policies and the operational functioning of the police in the Babahoyo community, so it is important to approach the universities in such a way that they work together considering that one of the main problems that afflicts the citizens of Babahoyo is the issue of insecurity. The objective is to propose to the universities the delivery of training talks and workshops for the governing bodies in order to mitigate the increase of citizen insecurity. The aim is to solve the high crime rate in the city and formulate security strategies for the benefit of citizens. Quantitative and qualitative methods were used in this research and results were obtained through surveys. It was concluded that the proposed training for university centers, in addition to preventing crime, would seek to educate citizens and design mechanisms that guarantee a dignified life.
